Slovenian Railways is responsible for risk control and the secure operation of the railway system. The body responsible for rail traffic management implements measures to control risks and to enforce regulations and standards concerning rail safety. A safety management system has been established in order to ensure that common safety targets (CSTs) for the entire rail network are met. The safety management system complies with national safety regulations, safety requirements set by the Technical Specifications for Interoperability (TSI), and common safety methods (CSM).
The Safety Management System incorporates elements of Directive 2004/49/ES which have been customised to fit the characteristics, scale and other necessary requirements for carrying out its core function of rail traffic management. This system ensures the control of all risks associated with the basic operations, and also takes account of risks that may arise in relation to the operations of third parties.
The Safety Management System takes into account the effects that different carriers' operations have on the network lines. It contains provisions that enable all railway carriers to operate in accordance with the TSI, with national safety regulations, and according to the terms of their safety certification.
The Slovenian Railways managements sets and regulates the safety policy, whilst a special organisational unit implements these security policies overseen by a manager for internal control.
The operation of rail traffic is based on an ordered, regular and safe rail traffic plan in accordance with the network timetable. The network timetable, which is the manager's primary technological plan, sets the pre-agreed procedures and tasks for assembling and disassembling trains, and for the operation of specific train services. The network timetable also sets the exact time for the execution of planned services.
